1. By-Laws (Effective 2 December 1998)
1.1. Blue Water Section
1.1.1. Safety Equipment
To be eligible for the blue water section, boat owner members shall comply with each and every requirement as stipulated by the Waterways Authority of NSW. In addition, the boat must be powered and of a minimum length of 3.7 metres. The member must keep and maintain the craft and associated equipment in working condition and must equip the craft with the following safety items:
x A five watt marine bank radio of approved type capable of operating on 27.860, 27.880, 27.900, 27.910, 97.940 and 27.960 MHz frequencies
x An approved life jacket for each person on board
x Waterproof torchx Paddle or a pair of oars fitted with rowlocks
x A bucket (minimum 9 litres) with lanyard (minimum length 2 metres) and/or abilge pump with a minimum output of 45 litres per minute
x A sand anchor with a minimum of 2 metres of chain attached
x A reef anchor with a minimum of 2 metres of chain attached
x A sea anchorx Suitable anchor rope with a minimum length of 110 metres
x Fire extinguisher(s) of the approved type
x Two distress flares and two smoke flares or two combination day/night flares
x A suitable compassx An EPIRB for boats 8 metres and over in length
x Approved V Sheet with lanyards attached
x Appropriate maps or charts of the area to be fished
x Minimum of 2 litres of fresh drinking water per person
x A first aid kit
x A tool kit with suitable spare spark plugs
x Blue water members are to have painted on their trailers or winch post theinitials of the Association plus their own allotted Association boat number if applicable

The Committee recommends the carrying of the following items:
x A knife in scabbard on person
x Additional fuel with syphoning hose
x Towing bridlex EPIRB (Emergency Position Indicating Radio Beacon) on all blue water boats

1.1.2. Further Conditions
It is mandatory for each blue water section member and crew when on a Club fishing outing to perform and observe the following conditions:
x All boats must sign on with a local base station as soon as entering open waters, stating the following details:
o Boat number
o Ramp of departure
o Number of persons on board
o Estimated time of return
x Members must notify the base station if a major change of position takes place
x At the end of fishing, all boats must sign off with the base station operator upon reaching protected waters (but before becoming land locked).
x Members must notify the base station at the end of fishing time if playing a fish
x A member whose radio fails or malfunctions must immediately proceed to another person’s boat and remain with that boat until that person returns from fishing. The radio failure must be reported to the base station operator by the person assisting the disabled boat.
1.2. Estuary and Freshwater Section
1.2.1. Safety Equipment
To be eligible for the Estuary and/or Freshwater section, boat owners shall comply with each and every requirement as stipulated by the Waterways Authority of NSW. There shall be no minimum boat length requirement. There is no requirement for the boat to be trailered. The member shall keep and maintain the craft and equipment in working condition and must equip the craft with the following safety items:
x Buoyancy vest or life jacket for each person on board
x Waterproof torch
x Paddle or a pair of oars fitted with rowlocks
x Bucket or bailer (minimum 2 litres) with lanyard (minimum length of 2 metres) attached
x Anchor rope (30 metres minimum)
x Sand anchor with chain attached
x Reef anchor with chain attached
x Fire extinguisher of approved type (for cabin boats, optional for open boats)
x Compass (optional)
x Appropriate maps (optional)
x Estuary and fresh water section members are to have painted on their trailer or winch post the initials of the Association plus their own allotted Association number with the letter “E” before the number (if applicable)
x 27MHz marine band radio (optional)

The Committee recommends the carrying of the following items:
x Knifex First Aid kit
x Small tool kit
x Spare set of spark plugs
x Additional Fuel

1.2.2. Further Conditions
It is mandatory for each estuary and/or freshwater section member and crew when on a Club fishing outing to perform and observe the following conditions:

x Fishing is restricted to estuary or freshwater and the boat is not to go beyond the headland to sea.
x The member to notify another person where they propose to fish and approximately the time the member expects to arrive back to the point of departure.

1.3. Membership Fees
The membership fees and annual subscription to ANSA are payable by members and will be such as the Committee subscribe.

A joining fee will be payable and an annual subscription. Members may join as follows:
Membership Type    Description
Ordinary Member    Joining fee will include 1 club T-Shirt
Crew Member    Joining fee will include 1 club T-Shirt
Junior Member    To the age of 16 as at the 30th of June each year
Family Member    Consisting of a member, spouse and children under the age of 16 or students under the age of 18 as at the 30th of June each year. Joining fee will include 1 club T-Shirt

Applicants joining the Club within three months prior to the end of the financial year shall be deemed financial until the end of the following financial year

Members shall be sent an account stating member’s details and fees. Incorrect details are to be noted on the account to allow corrections to membership lists etc.

Annual subscriptions may be paid from the May monthly meeting till the July monthly meeting. Subscriptions not received by the July monthly meeting shall render the said member un-financial and a rejoining fee plus annual subscription will be necessary before membership will be granted. There will be no exceptions to this by-law.

1.4. General
x No BBSFC members shall be allowed to use a power craft in any Club fishing outing which is not a BBSFC listed vessel. Any member in breach of this requirement shall have the fish rendered ineligible for weigh in at the end of the outing on which such power craft is used, unless the said member is introducing a prospective member of the Club or on a vessel ratified by the Committee. Such other vessel must comply to length and safety stipulations as per by-laws 1.1 or 1.2, whichever is applicable.
x Each member, both ordinary and crew shall be required to perform BBSFC duties, if called upon, at least twice per year. Failure to comply shall result in the member being cited to appear before the Committee and could result in termination or suspension of membership.

x Any member who is involved in an accident or incident at sea, or who has any reason whatsoever to cause any change of boat details shall, before undertaking or embarking on any Club fishing outing report to a Committee member, for the purpose of inspection in order to satisfy the Committee of compliance with any requirement deemed necessary by the Committee of the by-laws or rules. Failure to do so shall result in the said member being cited to appear before the Committee and could result in termination or suspension of membership.

x The Committee has the right to arrange, alter, or transfer fishing dates and weigh-ins to suit the conditions and fluid running of the Club outings. Such changes will be notified to the members in the newsletter and at Club meetings prior to the event.

x The Committee has the right to change the Club By-Laws by request of the members, to be received in writing fourteen days in advance of the Committee meeting, or a the Committee’s discretion if it is to the betterment of the Club and not for the personal gain of the Committee members. Such changes shall be notified in the newsletter and at the Club meetings.

2. Fishing Rules (As at 2 December 1998)
2.1.    Fishing Days

Club fishing days are generally every 2nd and 4th weekend of the month, except as noted in the Club fishing calendar.

Weigh-ins are to be conducted at the nominated location as per the Club fishing calendar or newsletter. Fish are to be weighed by the Weighmaster or other member nominated by the Weighmaster. The Weighmaster is to be notified of any fish still being played at the end of fishing time.

Those members fishing conventions and tournaments, nominated away weekends or freshwater must have the weigh sheet in to the Weighmaster within two weeks of capture.

Weigh sheets will be available from the Weighmaster on request.

Captures that do not comply with the above rules will be ineligible for any point score competition.

2.2.    Saltwater Fishing & Weigh In Times

Except as noted in the fishing calendar, fishing and weigh in times are generally as follows:

Fishing Time:    4am Saturday to 2pm** Sunday Weigh In:    2pm to 3pm Sunday**
** When daylight saving is in operation, fishing time finishes at 3pm and the weigh in is from 3pm to 4pm on Sunday.

2.3.    Freshwater Fishing
Club members who fish New South Wales freshwater systems outside the metropolitan area of Sydney will be allowed to fish any weekend of the year, but may only weigh fish one day of the weekend.

The “metropolitan area of Sydney” is defined as being bounded by the Hawkesbury/Nepean River system.
Weigh sheets are to be handed in as per section 2.1.

If freshwater fish are caught on a club fishing weekend, then they must be presented in at the club weigh-in as per section 2.7 if they are caught within the Sydney metropolitan area.

Freshwater fishing under the any weekend provision will take precedence over any other scheduled club activity.

2.4.    Measuring and Releasing Fish
If a member elects to do so, a fish may be measured on a recognised measuring device / brag mat. The weight of the fish is then taken from length to weight tables, as published in section 5.1.

The fish must be released into the same waters from which it was caught.

If no other BBSFC member is present to witness the capture and measuring, then a photograph must be taken, clearly showing the entire fish and the measurement.

The NSW Department of Primary Industries has published length to weight tables for the following species:
␣    Yellowfin Bream
␣    Yellowtail Kingfish
␣ Snapper
␣ Mulloway
␣    Dusky Flathead
␣    Australian Bass
␣    Murray Cod
␣    Sand Whiting
␣ Tailor
␣    Golden Perch
␣ Trout

Only species in this list are eligible to be submitted in this manner. Species may be added or removed from this list as new data becomes available to the NSW Department of Primary Industries.

Fish measurements must still be presented to weigh-ins as per section 2.7.

Measured fish are not eligible for BBSFC records, nor the ANSA 12 month completion, but may be eligible for ANSA National Length Only records.

2.5.    Away From Home Weekends
Club members are allowed to nominate two away weekends per year to fish in New South Wales waters. These weekends are to coincide with normal club fishing weekends as per the calendar and fishing times.

A member of the Committee must be notified before the nominated weekend. Weigh sheets are to be handed in as per section 2.1 and certified scales must be used for weighing fish.

The nomination of an away weekend will take precedence over any other scheduled club activity.

2.6. Pointscores
Progressive pointscores will be notified in the Club’s monthly newsletter.

To be eligible for pointscore competitions, fish are to be caught from a listed BBSFC boat, or from a rock & beach, or estuary shoreline. All boats must sign on and off with a recognised Coast Guard on club fishing days or the fish caught will be ineligible for pointscore. Estuary and Freshwater boats will be exempt from this rule.

Any member who fishes a recognised ANSA convention or GFAA competition to which ANSA clubs are invited shall have points awarded for each day of the competition, provided that the member conforms to the fishing times and safety rules of the host club. The member must represent BBSFC and fish out of a listed BBSFC boat or from the rock & beach or estuary shoreline. Weigh sheets are to be handed in as per section 2.1.

Only one (1) fish of each species can be weighed per competition section for any eligible fishing day irrespective of line class used. For example, 2 Kingfish are caught on different line classes, with one entered into Sportfishing and the other into any other eligible section.

The Committee has the right to adjudicate on all captures entered into the various sections of the competition.

All unethical forms of fishing as per the ANSA handbook are banned.

2.7.    Presentation of Fish for Weigh-in
With the exception of fish caught under sections 2.3 & 2.5, all fish must be presented for weigh-in at the advertised location by the member who caught the fish.

This rule also applies to the presentation of tag cards.

If the weigh-in is on a Sunday, and a shark, marlin, or tuna exceeding 1 metre in length is caught on a Saturday, the member may elect to have the fish weighed on the Saturday. This intention of this rule is to ensure that a large fish is prepared for human consumption as quickly as possible in the best possible condition.

It is acknowledged that there may be occasions due to personal circumstances where a member is unable to personally present a fish for weigh-in. In this scenario, the member may elect to have another BBSFC member present the fish for weigh-in on their behalf. Abuse of this provision, as per discretion of the committee will result in the member’s fish disqualified from the club pointscore for the fishing weekend.

2.8.    Fish to be caught on BBSFC registered boats
With the exception of non-boat captures, only fish caught on BBSFC registered boats are eligible for the club pointscore.

This provision takes precedence over any BBSFC by-law, or any other non-BBSFC competition rule.

This does not apply to land based captures.

2.9.    Fish not to be caught in restricted or illegal areas
BBSFC members are expected to respect and comply with all local rules and regulations of the waters of which they are fishing.

A BBSFC boat or members caught fishing in an illegal or restricted area will have all fish caught that weekend disqualified from the club pointscore.

3. List of Sections & Trophies
3.1.    Sportfishing Competition – Open (Section 1)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.

Any BBSFC member, regardless of age or sex, is eligible to compete in this section.

The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.

Runner-up awards will be awarded at the discretion of the Committee.

Captures are to be made using sportfishing tackle as per ANSA Division 1 (refer to section 5.4.2 for details).

Handline captures are not permitted.

Eligible Species: Any eligible species listed in the ANSA Handbook with the exception of sharks, rays, & carp. Fish are to be of legal length.

Line Classes:    1*,2, 3, 4, 6, 8, 10 & 15 Kg
* 1Kg line class will only be permissible for estuary and freshwater sportfishing.

Points will be awarded as the following ANSA point score calculation.

Awarded points = Weight(inKg)x100xFightingFactor
                            LineClass(inKg )

Capture must be a minimum of 50 ANSA points to qualify for this section

Any Billfish tagged and released entered into this section will be awarded points as per the ANSA Handbook with the fish being deemed to be 80kg on 15kg irrespective of the line class used. (eg any marlin tagged and released will be awarded 640 points, based on a fighting factor of 1.2). If preferred by the angler, tagged and released billfish could alternatively be entered into the Tag and Release section. Refer to section 3.14 for tag & release details.

3.2.    Sportfishing Competition – Juniors (Section 2)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.

A junior member is defined as a member greater than 10 years of age and less than 16 years of age as at the 30th of June each year.

A junior member may elect to enter their captures into either this section or the Open Sportfishing section (Section 1), but not both. This preference is to be indicated on the weighsheet.

The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.

Runner-up awards will be awarded at the discretion of the Committee.

This section is also governed by the rules and scoring methods as defined in section 3.1.

3.3.    Gamefishing Competition – Open (Section 3)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.
Any BBSFC member, regardless of age or sex, is eligible to compete in this section.
The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.
Runner-up awards will be awarded at the discretion of the Committee.
Captures are to be made using sportfishing or gamefishing tackle as per ANSA Divisions 1 & 4 (refer to sections 5.4.2 & 5.4.4 respectively).
Handline captures are not permitted.
Eligible Species:    Any eligible species listed in the ANSA Handbook as a gamefish species with the exception of sharks, rays, & carp. Fish are to
be of legal length. Line Classes:    2, 3, 4, 6, 8, 10, 15, 24, 37 & 60 Kg
Points will be awarded as the following ANSA point score calculation. Awarded points = Weight(inKg)x100xFightingFactor
LineClass(inKg ) Capture must be a minimum of 75 ANSA points to qualify for this section
Any Billfish tagged and released entered into this section will be awarded points as per the ANSA Handbook with the fish being deemed to be 80kg on 15kg irrespective of the line class used. (eg any marlin tagged and released will be awarded 640 points, based on a fighting factor of 1.2). If preferred by the angler, tagged and released billfish could alternatively be entered into the Tag and Release section. Refer to section 3.14 for tag & release details.
3.4.    Estuary Competition – Open (Section 4)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.
Refer to section 5.2 for definitions of estuarine boundaries. Any BBSFC member, regardless of age or sex, is eligible to compete in this section. Fish must be caught in estuary, bay, or river systems to tidal limits to be eligible. Land based captures are also eligible.
The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.
Runner-up awards will be awarded at the discretion of the Committee. Handline captures are permitted.

Eligible Species: Any eligible species listed in the ANSA Handbook with the exception of sharks, rays, & carp. Fish are to be of legal length.
Line Classes:    1, 2, 3, 4, 6, 8, 10, 15, & 24 Kg Points will be awarded as the following ANSA point score calculation.
Awarded points = Weight(inKg)x100xFightingFactor LineClass(inKg )
Capture must be a minimum of 25 ANSA points to qualify for this section.
3.5.    Estuary Competition – Juniors (Section 5)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.
A junior member is defined as a member greater than 10 years of age and less than 16 years of age as at the 30th of June each year.
A junior member may elect to enter their captures into either this section or the Open Estuary section (Section 4), but not both. This preference is to be indicated on the weighsheet.
The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.
Runner-up awards will be awarded at the discretion of the Committee. This section is also governed by the rules and scoring methods as defined in section
3.4, with the exception that there is no minimum point restriction for entry.
3.6.    Saltwater Competition – Ladies (Section 6)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.
The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.
Runner-up awards will be awarded at the discretion of the Committee.
Fish must be caught in bluewater, estuary, bay, or river systems to tidal limits to be eligible. Handline and land based captures are also eligible.
Captures are to be made using sportfishing, gamefishing, or handline tackle as per ANSA Divisions 1, 4, & 5 (refer to sections 5.4.2, 5.4.4, & 5.4.5 respectively).
Eligible Species: Any eligible species listed in the ANSA Handbook with the exception of sharks, rays, & carp. Fish are to be of legal length.
Line Classes:    1, 2, 3, 4, 6, 8, 10, & 15 Kg Points will be awarded as the following ANSA point score calculation.
Awarded points = Weight(inKg)x100xFightingFactor LineClass(inKg )
There are no minimum point restrictions to qualify for this section.

Any BBSFC member, regardless of age or sex, is eligible to compete in this section.
The overall winner of this section shall be determined by the highest total pointscore over the fishing calendar year with a perpetual trophy and certificate being presented.
Runner-up awards will be awarded at the discretion of the Committee.
Captures are to be made using sportfishing, gamefishing, or handline tackle as per ANSA Divisions 1, 4, & 5 (refer to sections 5.4.2, 5.4.4, & 5.4.5 respectively).
Eligible Species: Any eligible species listed in the ANSA Handbook with the exception of sharks, rays, & carp. Fish are to be of legal length.

Any Billfish tagged and released entered into this section will be awarded points as per the ANSA Handbook with the fish being deemed to be 80kg on 15kg irrespective of the line class used. (eg any marlin tagged and released will be awarded 640 points, based on a fighting factor of 1.2). If preferred by the angler, tagged and released billfish could alternatively be entered into the Tag and Release section. Refer to section 3.14 for tag & release details.
3.9.    Freshwater Competition – Open (Section 9)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2, with the exception that this section can be fished any weekend.
Any BBSFC member, regardless of age or sex, is eligible to compete in this section.

3.12. Sharks & Rays Competition – Open (Section 12)
This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.

Eligible Species:    Refer to the ANSA NSW website for eligible tagging species, minimum lengths, and applicable points per tag.
Line Classes:    n/a, but members should favour heavier line classes if tagging is intended in order to minimise the time spent playing a fish, thus
maximising the likelihood of fish survival.
In the event of additional fish being included for T&R by ANSA, these shall also be eligible from the date of the club being notified by ANSA.
Completed tags (with as many details as possible) are to be recorded on the weighsheet and forwarded to the Weighmaster within 2 weeks of capture.
Members should consider the following tagging guidelines as per the NewTag Bulleting #15, issued in July 2008.
“There are no restrictions on the type of tackle used, but members should be aware that a fish played to exhaustion would be less likely to survive than one brought quickly to the tag. Members must carefully assess the condition of the fish caught before tagging and releasing. A fish that dies from exhaustion and the burden of tagging is of no value to the tagging program and represents a wasted fish.
Where possible, fish should be tagged without handling or removing them from the water, and released by cutting the leader as close to the hook as possible. If the fish is not too “green”, it can usually be brought into a position for tagging by holding the fish at the forward end of the vessel with the vessel idling slowly ahead. Small fish which are too difficult to tag in the water may be taken aboard for tagging but a minimum of handling should be observed. Use of a wet towel to hold the fish is recommended.

In general, for all fish, the tag should be placed in the flesh just behind the leading edge of the first hard dorsal fin, about halfway between the fin and the lateral line. The tag should avoid the head, abdomen, spinal column, and preferably go into the fish pointing towards the tail.”

This competition will be fished in accordance with the Clubs fishing rules as defined in section 2.

Fish are only eligible for this section if they are caught on club fishing days, or where the member is competing at a recognised ANSA convention or GFAA competition to which ANSA clubs are invited.
Only the highest point scoring fish per species per boat per fishing weekend will be eligible for this section. For example, if a boat captures 5 stripe tuna, 2 kingfish, 2 trevally and a yellowfin, only the highest pointscoring example of each species is eligible.
An exception to this rule applies provided that one fish is captured and another of the same species is tagged. In this scenario, both fish are eligible.

4. Other Trophies
4.1.    Handline Trophy
Awarded to the heaviest fish caught on handline.
4.2.    Most Versatile Angler
Awarded to the angler who fishes for the most points in as many different sections, as well as catching the most species of fish and uses different fishing methods in a fishing year.
The committee shall decide the winner after considering the different sections, fish captures, and methods after the fishing year is completed
4.3.    Peter Bruce Trophy
Awarded to the highest point scoring fish on 6kg line
4.4.    Good Dog Trophy
Awarded to the highest point scoring fish caught on the troll
4.5.    Most Meritorious Capture
Awarded to the capture considered to be the most meritorious capture as judged by the committee. Sharks & Rays are ineligible.
4.6.    Broadbill Trophy
Awarded to the highest point scoring billfish from a BBSFC boat on a club fishing day In the event of a tie, the trophy will be awarded to the first capture.
In the event of no billfish being taken, the trophy will be awarded to the heaviest species of fish, with the preference going to gamefish.
4.7.    Rookie of the Year
Awarded to the angler who has shown him or herself worthy in their first year as a member of BBSFC
4.8.    Highest Point Scoring Fish - Ladies
Awarded to the highest point scoring fish captured by a lady
4.9.    Most Unusual Capture
Awarded to the most unusual estuary capture, as judged by the committee
